WELCOME from the chair

Dear Friends and Colleagues,

On behalf of the Santa Monica Chamber of Commerce Board of Directors, welcome to the Santa Monica Policy Conference.

For more than a hundred years, the Chamber has brought business and City Hall into the same room. Today's room carries particular weight. Santa Monica has real momentum: serious crime is down, police staffing is back to full strength, more than 2,300 homes are approved, and over $1 billion in hospitality investment has been dedicated for World Cup, the Super Bowl, and LA28. We also know that momentum isn't guaranteed. Hotel tax revenue dipped last year, and the choices this city makes in the next few years will shape the decade that follows.

That is why today is organized around three questions we can't answer separately. The first is how we keep hospitality, retail, and our restaurants strong. The second is how we attract new technology and innovation to Santa Monica, and how the age of autonomous vehicles and robotics are changing the mobility landscape. The third is how we think outside the box as a City so that approved homes get built and small businesses can find space to grow.

You'll hear from Stephen Cheung of LAEDC, Congressman Ted Lieu, and City Manager Oliver Chi. You'll also hear from the business owners, developers, and operators who live these issues every day. What you share here won't stay in this room. It will shape the policy brief the Chamber delivers to the City after today.

Thank you to BXP for opening Colorado Center to us. Thank you to our sponsors, whose support makes this conversation possible. And thank you to each of you for giving us a full day to the future of this city.

Let's get to work.

THREE questions, one city

Today is built around three questions the city can't answer separately. Each track takes one on, with the people who write the rules, the people who build under them, and the people who run businesses on them.

OPENING plenary

Small Business & the State of the Economy

8:45 – 9:15 AM

Stephen Cheung

Stephen Cheung

President & CEO Los Angeles County Economic Development Corporation (LAEDC) & World Trade Center Los Angeles (WTCLA)

Stephen Cheung serves as President and Chief Executive Officer of the Los Angeles County Economic Development Corporation (LAEDC) and its subsidiary, the World Trade Center Los Angeles (WTCLA). He leads the organization's vision of a "Coalition of One – Economy for All," bringing regional partners together to expand access to good-paying jobs, entrepreneurship, investment, and economic opportunity for all Angelenos.

Since assuming leadership in 2023, Stephen has led a transformation of LAEDC's mission, structure, and regional impact. Under his direction, LAEDC has adopted an integrated strategy combining business growth and attraction, workforce development, economic research, international trade, and strategic engagement. This approach positions LAEDC as a regional economic "Do Tank"—moving beyond analysis to build actionable regional strategies, coordinate implementation, and transform shared priorities into measurable results.

Central to Stephen's strategy is building competitive industry clusters that can drive long-term growth throughout Los Angeles County. LAEDC works with business, non-profit, labor, education, government, philanthropy, and community partners to identify opportunities, remove barriers to growth, strengthen supply chains, prepare businesses and workers for emerging opportunities, and attract domestic and international investment.

LAEDC's priority industries include healthcare, aerospace and defense, space commercialization, the creative economy, bioscience, sports and entertainment, the visitor economy, and trade and logistics. Through actionable industry blueprints and coordinated regional partnerships, LAEDC is helping the County build upon its economic strengths while creating pathways for residents, small businesses, and entrepreneurs to participate in regional growth.

Stephen's leadership has reinforced LAEDC's role as a regional economic development institution serving the County's 88 cities, more than 120 unincorporated communities, and diverse population. Through business assistance, industry research, workforce initiatives, international trade and investment programs, and cross-sector coordination, LAEDC helps businesses remain, expand, and invest in the region. Its work connects employers with talent, strengthens small-business and supplier networks, supports public and private decision-making, and advances quality job creation.

Stephen has helped lead major initiatives including California Jobs First, Together for LA, and LAEDC's affinity economic reports, which highlight the contributions and opportunities of the County's diverse communities. During more than a decade with LAEDC and WTCLA, he has expanded international partnerships, supported small-business growth, promoted Los Angeles County as a destination for trade and investment, and secured resources to advance economic mobility and resilience.

Previously, Stephen held senior City of Los Angeles leadership roles under Mayors Eric Garcetti and Antonio Villaraigosa. As Secretary General and Managing Director of International Trade and Foreign Affairs, he oversaw programs involving the Port of Los Angeles, Los Angeles World Airports, international affairs, trade, and clean technology. He concurrently served as the Port of Los Angeles' Director of International Trade.

Stephen serves on numerous civic, economic development, business, and education boards and advisory bodies. A proud Angeleno, he holds a Master of Social Welfare and a Bachelor of Science in Psychobiology from UCLA. His journey—from busboy and garment worker to representing Los Angeles globally—shapes his commitment to an economy in which every Angeleno can contribute, build a business, secure a good-paying job, and share in the region's prosperity.

Urban Planning: Rewriting the Rulebook

10:30 – 11:30 AM · Colorado Center

Mott Smith

Co-founder & CEO Amped Kitchens

Mott Smith is an urban problem-solver with a passion for creating spaces that nourish communities — literally and figuratively.

As co-founder and CEO of Amped Kitchens, he helped pioneer the first large-scale multitenant kitchen facilities in the U.S., clearing the path for food entrepreneurs to grow without prohibitive costs or red tape. He's also principal of Civic Enterprise, a development firm that builds urban infill projects, turns underused buildings into vital spaces, and helps craft policies that make cities more livable, layered, and alive — not through top-down grand schemes, but by getting the basics right and cultivating organic growth.

An adjunct professor in USC's Master of Real Estate Development Program and longtime instructor in the Ross Minority Program in Real Estate, Mott also serves as Vice Chair of the L.A. City Small Business Commission and sits on the advisory boards of the UCLA Lewis Center for Regional Policy Studies and Restore Neighborhoods LA, an affordable housing developer. He led planning for LAUSD's multi-billion-dollar construction program and co-founded New Schools • Better Neighborhoods, rethinking how civic infrastructure could support stronger communities. Earlier in his career, he was editor of The Planning Report, served as president of the Westside Urban Forum, and played bass in All Day Sucker, an Interscope Records band from L.A.'s Viper Room era.

Mott has been an early mover on regulatory tools like L.A.'s Small Lot Subdivision Ordinance and the New Markets Tax Credit Program — often stepping in before the frameworks are fully formed, and helping prove out what's possible.

He holds a BA in Linguistics from UCLA and a Master of Real Estate Development from USC — a fitting combination for someone who sees cities not just as physical or economic places, but as living venues for connection, improvisation, and possibility.

He's also a dad, a husband, a lover of puns, and someone who believes to his core that great rhythm — in music, language, and neighborhoods — is the foundation for everything we love.
